TRUTH-IN TAXATION HEARING MINUTES December 1, 2025 – 6:15 pm

1.Call to Order
Mayor Hendrickson called the meeting to order at 6:20 pm.
2.Roll Call
Present: Mayor Hendrickson, Councilmembers Cocking, Hayden, Olson and Zagorski
Staff Present: City Administrator Nafstad, Finance Director Lannes and City Clerk Luedke
3.Truth-In Taxation Presentation and Hearing – 2026 Property Tax Levy
Finance Director Lannes provided an overview of how the property taxes are calculated and how
the budget process works. She presented the historical levy data and explained the expected
changes to the revenue and expenditures for 2026. She stated the proposed levy increase is
7.17% which equals an increase of $417,083. She answered questions from Council regarding
the proposed budget.
City Administrator Nafstad provided additional information on the proposed budget and
responded to questions from Council.
Mayor Hendrickson asked if there were any public comments or questions. No one requested to
speak.
4.Adjournment
MOTION made by Councilmember Cocking, second by Councilmember Zagorski to adjourn
the meeting at 6:35 pm. Ayes: Cocking, Hayden, Hendrickson, Olson and Zagorski. Nays: None.
The motion carried.
