RE: Karston Avenue Access to CSAH 37 - Access Permit No. 9842

Dear Scott:
It has come to our attention that the turn lanes along CSAH 37 for the above mentioned access
may not meet the section requirements outlined in the approved permit. Two (2) separate
sources have indicated to us that there are only about two (2) inches of class 5 aggregate base
material in the turn lanes.
We are concerned about the structural integrity of the turn lanes because, upon completion of
construction, Wright County will be responsible for maintaining these turn lanes. We have the
following concerns regarding these turn lanes which will require your immediate attention
prior to placing bituminous pavement.
1) Permit requires that twelve (12) inches of class 5 aggregate material be placed
as a base for the turn lanes.
2) Turn lanes should have been compacted. It appears that little compaction was
done on the turn lanes. (The turn lanes appeared too soft to place bituminous
pavement on.) What compactive efforts were done on these turn lanes? Who
inspected the work, as the City inspector from S.E.H. said he did not, nor was
he required to do so.
3) The existing RCP culvert under Karston Avenue is located only 31 feet from the
centerline of CSAH 37, making a 4: 1 inslope impossible to achieve. The pipe
will have to be removed and reinstalled further back from the centerline of
CSAH 37. It appears that it will fit at about 48 feet from centerline. The
original plan (part of the permit) indicated the pipe would be 40 ft. from the
centerline of CSAH 37.

As the applicant on the permit application, it is the responsibility of Meyer RohIin to make
sure that the access permit requirements are met. Until such time that the above work is
completed, according to the permit requirements, we will respectfully request, by copy of
this letter, that the City of Albertville not issue any building permits or occupancy
permits for this development.
