SECOND PLAN REVIEW Dear Ms. Kipka: We have completed our review of the revised plans submitted on July 231"0, 1998 for the above referenced development, and offer the following eomments: · The watermain on this project is a continuation of the watermain for the Cedar Creek North development. As such, it extends the temporary dead end watermain of that project. In addition to the 3,300 feet contained in that project, this plan calls for the addition of 700 feet of temporary dead end watermain. At this time, no definite schedule for looping this line back to existing watermain in the City of Albertville has been provided. The resolution of this issue is a policy question for the Board to consider. · . In response to our comments on the Board's policy that all watermain and service stubs up . to the curb box must be on public property or covered by utility easements, the plans have been revised to. provide a utility easement over all the area outside of the townhouse lots. Since there has not been time for the developer to legally register the revised plot. these utility easements are as yet proposals only. We recommend that the Board require submission of the registered plat by the develoPer at the time as-built approval is applied for. · All changes to the plans requested in the first review have been made, and an addendum has been issued to the contract specifications clarifying that Joint Powers Water Board . specifications take precedence for watermain construction. If a resolution can be found to the issue of the temporary dead end watermain, we recommend approval of the revised plans submitted on July 23rd, 1998, for Karston cove.
