This letter follows up on our meeting of last week in your office to review our application for fill of wetlands to
accommodate roads. wetland mitigation. public park dedication. storm water quality ponding and edges of multi
family homes. No areas of fill for entire buildings are proposed.
The pr<~ject proposes some fill with 2:1 mitigation on site. Consistent with sequencing guidelines. alternatives were
presented which demonstrated that the project as approved by Albertville. was in the greater public interest and
impacted the least wetland area.
The relatively straight frontage road of 64th street creates the majority of till but the greater public benefit in the long
term. The wetland till mitigation is on the fringe of wetland types to remain. which act as a buffer to Wright County
Highway 37 and overall features to the project. As such. the replacement wetlands actually create more definable
wetlands in the eyes of the public who will live adjacent to the site. The areas we are filling do not typically hold
water. but are defi ned because of the clay soi Is holdi ng water and tlat grades.

We discussed that the entire infrastructure shown on submitted and permitted plans for streets storm water. sanitary
sewer and water pipes. and mitigation areas can be constructed without need for your permit. In addition. the
WSWCD docs not regulate excavation in wetlands for water quality ponds. None of our excavations go below pond
depths qualifying as wetlands.
You had asked that Albertville provide a comment letter. which identities the need for the frontage road of 64th in
order to accomplish limited access points to Wright Highway 37 in compliance with County Highway Department
requests. In addition. we have asked Westwood Engineers to contact you to provide clarification for pond bounce in
I O-year storm events. This c1ari tication was the only area you expressed concern to me about in our meeting of
August 6. I left for your information. copies of Albertville's approved concept plan for the Kolles Farm to the east
and the Comprehensive parks plan which has a large community park taking main access form 64th Street. We look
forward to the TEP meeting and recommendation for approval at the next meeting scheduled for early September.
We believe. as did the City staff, City consultants. and Council that a greater public benefit in the long term was
achieved by the design in front of the board and technical review panel. Please confirm the previous decisions and
recommend for issuance of the wetland fill permit by WSWCD.

_Description of Activity: Developer Proposes a residential Development
"Karston Cove" comprised of 81 townhome units and related infra-
structure. Proposed wetland impacts due to filling of 24,170 square
feet will result from this project. Additionally 3,703 square feet of
impacts due to excavation are also proposed. Proposed replacement will
be conducted on-site via wetland creation and storm water ponding. As
proposed 28,056 square feet of new wetland credits. will be created via
excavation. Additionally, 23,400 square feet of storm water ponds will
be created resulting in 17,550 square feet of public value credits. The
proposed 45,606 square feet of new wetland credits and public value
credi ts is to be used as replacement to satisfy the 2: 1 replacement
ratio requirements.
