On November 3, 2003, the City Council approved a resolution to grant preliminary plat, planned unit development (PUD), and conditional use permit (CUP) approval for The Shoppes at Town Lakes One. The CUP is to allow impervious surface coverage in excess of 25 percent and up to 80 percent. Site and building plan approval is now being requested for Lot 2 of that development. The proposed use of the lot includes a furniture/home accessory store (Seasonal Concepts) and a smaller retail building with multiple tenants to be determined. The proposed Seasonal Concepts store is 20,000 square feet in size. The smaller retail building is 4,800 square feet in size. Attached for reference: . RECOMMENDATION Based upon staff review of the submitted plans, applicable regulations, and recent City approvals for the PUD, we recommend approval of the site and building plans for Lot 2 of The Shoppes at Town Lakes One subject to all the conditions of the approved PUD and the following conditions: 1. The applicant is required to submit shared access and parking agreements that will run across all lots to allow for common use of parking in the event of overflow need. 2. The proposed pole lights must be revised to match the pole lights in the rest of the PUD. The down-light fixtures above the awnings must be revised so that the light sources do not drop below the level of the hoods. 3. If any freestanding lights are proposed in the Seasonal Concepts outdoor display area, they must be a bollard style to avoid impacting the residential area to the east. 4. A landscape irrigation system is required and must be noted on the landscape plan. 5. If there is an entrance/exit at the back of the smaller retail building, shrubs should be located further from the building with a sidewalk serving the doors. The shrubs should be pruned to not obscure visibility of the doors. . 6. The Planning Commission should comment on whether they would allow some flexibility in planting trees with a less dense canopy, such as honeylocust, along Laketowne Place. 7. The Planning Commission should comment on the acceptability of the exterior building treatments and colors. 8. The building elevations and floor plans illustrate tower features on west side of the small building. The site plan, landscape plan, and other plans should be revised to be consistent with this design. 9. No outdoor displays may occur outside of the outdoor display area on the east side of the Seasonal Concepts building. 10. The project must comply with Fire Code requirements as outlined In the letter attached in Exhibit M. 11. Grading, drainage, erosion control, and utility plans are subject to City Engineer review and approval. . 2 40 . ISSUES ANALYSIS Uses. The proposed retail and furniturelhome accessory store uses are allowed in the B-2A District. Setbacks. As part of PUD approval, the City has allowed for a minimum building setback of 20 feet for the rear of the buildings on Lot 2 abutting Laketowne Drive and Linwood Drive. The buildings comply with this standard. Site Access. Access points align with access locations across the private street, which was approved as part of the PUD. Sidewalks. Sidewalks are located along building facades and connect to the sidewalk adjacent to the private street. Parking. As part of PUD approval, the City has allowed parking available on Lot 4 to be counted toward meeting the parking requirement for Lot 2. A condition of the PUD approval was that the building illustrated on Lot 4 must be limited in size (floor area) based upon setbacks, parking, and loading and service areas that meet City zoning standards. The applicant is required to submit shared access and parking agreements that will run across all lots to allow for common use of parking in the event of overflow need. . Lighting. The proposed pole lights should be revised to match the pole lights in the rest of the PUD. We recommend that the down-light fixtures above the awnings be revised so that the light sources do not drop below the level of the hoods. The lantern- style wall lights are acceptable. A photometric plan has been submitted and is acceptable. It appears that the outdoor display area on the ea~t side of the Seasonal Concepts building will be lighted by lantern wall lights only. If any other lights are proposed, they must be a bollard style to avoid impacting the residential area to the east. Landscaping. Within the B-2A Zoning District, special landscape requirements have been established which require a detailed landscape plan being submitted for approval by the City includes ground cover, shrubs, trees, sculpture, decorative walks, and other similar features or materials having a minimum value of 2 percent for all projects below one million dollars or $20,000 and 1 percent per project one million dollars and two million dollars. . The applicant has provided a detailed landscape plan. It appears that the type and size of the plantings that are being proposed comply with the City's minimum standards. Within the B-2A District, the City requires sprinkler systems for new landscape areas. The site irrigation system can be counted as part of the 2 percent value for landscaping. The site plan does not illustrate or indicate in the narrative as to whether irrigation will be provided. This is a requirement of the district and should be noted on the plan. 3 41 . . . The exterior elevations for the smaller retail building appear to show two man-doors on the back of the building. The landscape plan shows shrubs planted next to the building in this area. If this is an entrance/exit to the building, we recommend that the shrubs be located further from the building with a sidewalk serving the doors. The shrubs should be pruned to not obscure visibility of the doors. Street Trees. Large overstory trees were approved along Laketowne Place as part of the PUD. The applicant is concerned that these trees along the south side of the site may hinder visibility of the stores. The Planning Commission should comment on whether they would allow some flexibility in planting trees with a less dense canopy, such as honeylocust. Building Design. The submitted project summary describes that the building architecture is intended to evoke an agrarian aesthetic. Building materials include rock- face concrete block and brick accents. Lap siding and standing seam metal elements also accent the facades. Color building elevations have been submitted. The Planning Commission should comment on the acceptability of the exterior building treatments and colors. The building elevations and floor plans illustrate tower features on west side of the small building. The site plan, landscape plan, and other plans should be revised to be consistent with this design. Outdoor Display. The only outdoor display area proposed is on the east side of the Seasonal Concepts building. This area is defined by an outdoor patio and screened by trees and shrubs. No outdoor displays may occur outside of this area. Snow Removal. Snow plowing within the PUD will be contracted annually through the association with one vendor. Fire Protection. Issues relating to fire department access and water supplies are discussed in the letter attached in Exhibit M. '" - go !N ~<( S I ~1 . Proiect Summary Shoppes at Towne Lakes Center Albertville, Minnesota Lot 2 of Block 1 The Craig Co. Inc. 1300 Willowbrook Drive Wayzata, Minnesota 55391 It is the intent of the applicant, The Craig Co. Inc. (TCCI), to develop 24,800 sf of retail consisting of a 20,000 sf "Fumiture/Home Accessory Store" and a 4800 sf multi-tenant building, in the Shoppes at Towne Lakes Center. The land is in a PUD area being developed by Contractor Property Developers Co. (CPDC) and TCCI intends to purchase the plat of Lot 2 of Block 1. . The applicant is requesting that Site and Building Plan Review be approved with the following provisions: 1. Parking calculations be considered under the PUD aggregate parking review. (See the attached summary). 2. Landscaping requirements include interior lot line boulevard trees installed by CPDC and included under the PUD review. 3. The applicant has obtained architectural image and building review and approval from CPDC as part of their overall design and development. Site The site is located on Highway 19 north of the Outlet Mall and contains 2.15 acres. It is currently agricultural in use and is under PUD consideration by the City of Albertville which was applied for by CPDC. Included in, the PUD along with this site, are other retail sites, a hotel and housing. Two buildings are planned for the site. They are located to enhance the site lines from adjoining properties. The structures are separated to maintain a pedestrian scale of buildings and to allow site lines into the site. Storefronts and parking are located on the highway side with the proposed structures providing a visual screen from the residential area. Landscaping and an exterior patio facing the residential area will make a visual transitional layer between the building and the road. Architectural features of the buildings will be compatible to the rest of the structures in the PUDas approved by CPDC. . Architecture The building's architecture evokes an agrarian aesthetic with details such as roof overhangs, support brackets, roof cupolas, and lantern light wall sconces. Building materials have been selected to reinforce the rural image. (See Exterior Finish Key on A200). Main entries will face the main parking area. The "Fumiture/Home Accessory Store" will have a rear storefront open to an exterior patio. Windows and awnings are strategically located on the exterior of both buildings to enhance the architectural features and work with the retail merchandising on the interior. EXHIBIT I 52 . Rock face CMU with a variegated color, will recall Kasota limestone. Brick will be used to accent the base, windows and columns. Standing seam metal roof will form a covered walk at the main entry and pitched roof elements. Vertical and Board and Batten lap siding is used to highlight the entry and selected corners. Burnished CMU is used as an accent stripe to visually connect the architectural highlights. The materials on the two buildings on this site will be the same. Architectural details will be similar between the two buildings. Landscaping Landscaping has been used to reinforce the architectural concepts and provide a transitional layer between the buildings and the surrounding residential area. The site is outlined with boulevard over-story trees as part of the POO application. This would include 10 trees on this site along the western interior lot line. The interior of the site has been designed to reinforce the Architecture and provide a visual transition layer to the surrounding residential area. . Trees located in the parking islands and low planting around the building edge preserve site lines to the retail storefronts. The service areas are visually screened with closely spaced conifers. The patio area is outlined with low planting and symmetrically placed conifers and maples. Building Use It is the intention of the applicant, to lease the 20,000 sf to a "Home Accessory Store". The store would consist of approximately 16,000 sf of sales floor and 4000 sf of warehouse storage. It is estimated stock would be delivered once a week. The delivery vehicle would leave the site after completion. Customer pick-up would occur on grade, along side the delivery dock. An exterior patio in the rear of the building is intended to be used as a seasonal decorative area. Outdoor furniture vignettes and seasonal planting displays would be set up in the patio area. This would serve to provide some limited activity yet be a respectful image from the residential area. It is the intention of the applicant, to lease the 4800 sf building to multiple tenants TBD. Storefronts will face the main parking area. Tenants will be serviced through the front door. An exterior trash enclosure will fully screen a wheeled waste container. . Parking Parking is provided under the PUD application from CPDC. Under this review, Lot 2 requires 98 stalls and supplies 86. The remainder of the parking is provided within the PUD site as outlined in the attached summary. Parking area lighting will utilize the fixtures approved through the PUD. (See attached sheet). 53 . This report details my review of these plans to determine if they are reasonably in compliance with Chapter 5 of the 2003 Minnesota State Fire Code (MSFC) for fire service features including fire department access and water supplies. Futrell Fire Consult and Design Inc. (FFCDI) is involved in the review based on your city's contract with us to provide plan review services to the City of Albertville. Any comments in this review should be ,considered recommendations for your consideration, since FFCDI is not the Authority Having Jurisdiction for fire protection issues in the City of Albertville, nor is FFCDI the engineer or designer of record for this project. The scope of this review is limited to the fire service features and related site water supply for firefighting purposes. Any opinion of compliance should in no way be construed as approval or acceptance of the plans submitted by this contractor until they have received approval from the City of Albertville. This letter does not authorize the contractor to purchase materials or begin installation on the project. NFPA 13 (1999) edition. ADDITIONAL INFORMATION USED TO CONDUCT THIS REVIEW Based on a review of the plans, it appears these buildings most nearly resemble: 1. These buildings appear to be Type III-B construction, although the plans show insufficient information to verify the actual construction type. If they were not Type 111-8 construction, we would need to modify our conclusions. 2. Maximum building size: 20,000 square feet for building Band 4,800 square feet for building A. 3. Water flow test information from the Albertville water department: Static: 65 psig, residual: 35 psig with 1036 gpm flowing on the main at County Road 19 and 6th Street. This is based on information we received for a previous project, so if this data were not applicable to this site, we would need to revise our analysis. Listed below you will find the items included in the review and whether or not they appear to comply with the provision in the Minnesota State Fire Code, the NFPA Standards, or other nationally recognized standards: General: 1. Fire apparatus access roads and water supplies for fire protection shall be installed and made serviceable prior to and during the time of construction [MSFC (2003) Section 501.4]. 2. Premises identification is required as indicated in MSFC (2003) Section 505. 3. The buildings will require a key (Knox) box located as approved by the Fire Chief [MSFC (2003) Section 506]. 4. Fire Department access to equipment and labeling of rooms is required [MSFC (2003) Section 510]. 5. If high-piled storage is anticipated (greater than 12 foot high storage of class I through IV commodities or greater than 6 foot high storage of high hazard or plastic commodities), the requirements of MSFC Chapter 23 will apply [MSFC (2003) Section 503.1.3]. Fire department access doors are required around all sides of a building containing high piled combustible storage and include doors at least every 100 lineal feet around the perimeter with approved locking arrangements [MSFC (2003) Section 2306.6.1]. 6. If sprinklered, a horn and strobe is recommended above each fire department connection for the sprinkler systems [State Fire Marshal Division policy and MSFC (2003) Section 912]. Fire Department Access Roads: 1, Based on the current layout, portions of buildings A and B are over 150 feet from the road providing access to the building (Linwood Drive). Given that this exceeds the 150 feet permitted by MSFC (2003) Section 503.1.1, it appears that access to and the parking lot must meet the specifications for a fire apparatus access road in MSFC (2003) Section 503: a. This selection of roads would thus create a road though the property that would be considered the fire department apparatus road. b. Dimensions, construction, surface, turning radius, and grade shall comply with MSFC (2003) Section 503.2. Based on MSFC Appendix Chapter D, nationally recognized standards of good practice, and data October 29,2003 Seasonal Concepts Page 3 of6 75 " ,it; I "~l . . . applicable to typical fire department ladder apparatus, we recommend a minimum 33-foot inside turning radius and 48 foot outside turning radius for the access road around the building, with a minimum clear unobstructed width of 20 feet. This could be larger based on any special apparatus in your fire department. c. It appears that dimensions within the apparatus road are in compliance with the MSFC however these requirements should be verified. d. We recommend posting of the parking lots and access road for no parking or signage to indicate that the apparatus road should not be obstructed at any time [MSFC (2003) Section 503.3 and 503.4]. MSFC (2003) Appendix 0 recommends posting "no parking" on at least one side for roads between 20 feet and 26 feet wide such as is provided here. Fire Department Water Supplies: 1. Fire protection water requirements shall be in accordance with MSFC (2003) Section 508 and MSFC Appendix B (a nationally recognized standard). For a non-sprinklered structure of 20,000 square feet total floor area, the minimum fire flow is required to be 3,000 gpm for 3 hours with a minimum residual pressure of 20 psig. If these buildings are greater than one story in height the fire flow requirements must be reevaluated. 2. It would appear, by extrapolating the water flow test results that the minimum, or 3,000 gpm may not be available at a residual pressure greater than 20 psig. It is strongly recommend that a water flow test should be taken at the site to verify the maximum flow at 20 psi, since the water flow test was conducted with a maximum flow rate of 1,036 gpm. If the buildings are sprinklered then the required fire flow can be reduced significantly. Since information on the water supply capacities was not provided, the three-hour duration for minimum flow rate requirement has not been verified. 3, Fire hydrant locations shall be in accordance with MSFC Appendix C (nationally recognized standard). The minimum number of hydrants (three) appears to be provided with adequate average spacing between hydrants of 400 feet. Although not indicated on this plan it appears that additional hydrants will be installed in Linwood Drive. The required distance between hydrants is 400 feet from MSFC (2003) Table C 105.1. 4. Because they are subject to damage by vehicles, we recommend that any fire hydrants located in the property be protected from vehicle impact according the MSFC (2003) Sections 508.5.6 and 312. 5. The fire department connection for a sprinkler system should be located within 50 to 100 feet of a fire hydrant. A proposed fire department connection is not shown on the plans, so this distance could not be verified.
