MINUTES June 8, 2026 – 5 pm

1. Call to Order
Mayor Hendrickson called the workshop to order at 5 pm.
Present: Mayor Hendrickson, Councilmembers Cocking, Hayden, Olson and Zagorski.
Staff Present: City Administrator Nafstad, City Attorney Couri and City Clerk Luedke.
2. Special Event Permit – Neighbors Eatery and Saloon Outdoor Music Permit
City Administrator Nafstad introduced the item and reported that at the June 1 City Council
meeting, the Council approved the special event and community festival permits but denied the
temporary outdoor music permit. He noted that the applicants subsequently requested a special
Council meeting to address concerns related to prior residential noise complaints.
Mr. Joe Holtz and Chris Holtz of Neighbors Eatery and Saloon addressed the Council regarding
the previous residential noise complaints. They stated they were not aware of the complaints and
indicated that in prior years, live music had been requested. They responded to questions from
Council.
City Clerk Luedke clarified that the previously submitted special event permit application did not
include music, but rather a musical mechanical bull.
The Council discussed the request for an outdoor music permit, prior noise complaints and the
proposal for the music to play from 9 pm to 1 am. Councilmembers expressed interest in
allowing live music with an earlier end time and discussed the need for consequences in the
event of noncompliance with approved conditions or receipt if noise complaints.
City Attorney Couri responded to Council questions regarding enforcement options if conditions
of approval were not followed. He stated that the City could require the applicant to sign the
outdoor music permit acknowledging the conditions of approval and that failure to comply or
receipt of complaints could result in denial of future music permits.
Following discussion, the Council reached consensus to allow live music with an end time of 12
am contingent upon the applicant acknowledging the permit conditions and potential
consequences for non-compliance.
MOTION made by Councilmember Olson, seconded by Councilmember Hayden to approve the
temporary outdoor music permit for Friday, June 12 and Saturday, June 13, 2026, with an end
date of 12 am contingent upon the applicant acknowledging the permit conditions and potential
consequences for non-compliance. Ayes: Cocking, Hayden, Hendrickson, Olson, and Zagorski.
Nays: None. The motion carried.

3.Adjournment
MOTION made by Councilmember Olson, second by Councilmember Cocking to adjourn the
meeting at 5:45 pm. Ayes: Cocking, Hendrickson, Olson, and Zagorski. Nays: None. Absent:
Hayden. The motion carried.
