Public Hearing related to due North Preliminary Plat, Final Plat, Planned Unit Development Amendment, and Site and Building Plan review for Due North Car Wash. Agenda Page 2 Planning Commission Meeting Minutes Regular Meeting on June 09, 2026 2 Hofer presented the plans for the proposed Due North Car Wash. Commissioners discussed the access to the Due North from the private streets, the distance between the existing Kindercare and the proposed Due North building. Commissioners discussed the landscape requirements. Zopfi would like more landscape. Motioned by Anderson, seconded by Zopfi to open the Public Hearing. Ayes: Buhrmann, Anderson, Smith and Zopfi. Nays: None. Absent: Huggins. MOTION DECLARED CARRIED. Cory Kampschroer of LEP Holdings, the applicant approached the podium. They discussed the overhead doors and the use to be able to open them during weather permitting days. Commissioners discussed the pay stations and the indoor layout of the building. They discussed the traffic flow of the indoor tunnel. Applicant is looking to break ground as soon as possible and stating this will be the fastest build they have ever completed. This will be building number five. Motioned by Smith, seconded by Anderson to close the Public Hearing. Ayes: Buhrmann, Anderson, Smith and Zopfi. Nays: None. Absent: Huggins. LaBeaux Commercial Centre Preliminary Plat, Final Plat, Development Planned Unit Development, Final Planned Unit Development, Rezoning, and Site Plan Review for Java Companies. Hofer presented the revised proposed plans for the LaBeaux Commercial Centre. The applicant is proposing to rezone the front lots to B-3/PUD and to rezone the proposed Outlot A to R-1. John Blaser, 5487 Lambert Avenue Ne, approached the podium. Blaser is concerned with the rezoning from B-2 to B-3/PUD as this will bring in different types of businesses which would create more traffic. This will also bring unwanted light and noise pollution. Tammy Chevalier, 5533 and 5541 Lachman Avenue Ne, approached the podium. Chevalier believes we are putting in redundant businesses, such as gas stations, and we have better use for these spots. John Warner, 5447 Labeaux Avenue Ne, approached the podium. Warner asked the applicant about the construction schedule. The applicant, Krogh, responded they would like to start this year and be done by end of summer 2027. Respectfully submitted, ____________________________ Maeghan Becker, Building Permit Tech Agenda Page 4 Planning Commission Request for Recommendation July 14, 2026 ACTION REQUESTED The Planning Commission is asked to make a recommendation to the City Council on the Comprehensive Plan Amendment (CPA) and Zoning Map Amendment (rezoning) for Horizon Roofing, LLC. The application also includes an application for a concept plan review, however, any comments made on a concept plan are non-binding and for advisory purposes only. BACKGROUND Kurtis Scepaniak of Horizon Roofing, LLC, the applicant, has made an application on behalf of the property owner, Phil Commers of Comm-Nine, LLC, for a rezoning and concept plan review for the property with PUD 101-091-002010, legally described as Lot 1, Block 2, Northwest Commercial Park Addition. The Planning Commission is responsible for reviewing and making a recommendation to City Council on the rezoning request. The property is located north of 67th Street Northeast west of County Road 19. The lot is a 2.58- acre lot that is currently vacant and appears to historically have been used for agriculture. The property is currently zoned B-2A and is guided Commercial in the 2018 Comprehensive Plan. Properties to the south, east, and west are zoned B-2 and the property to the north is zoned I-1. The applicant submitted a concept plan for consideration that shows the proposed development on the lot. An application for a concept plan allows for applicants to receive informal comments from staff, the Planning Commission, and the City Council. Any opinions or comments provided on the concept plan shall be considered advisory only and cannot be construed as approval or denial of the proposed site or building plan. The applicant has indicated to staff that artificial intelligence models have been used to assist with drafting the documents in the submittal. Staff notes that there are large inconsistencies throughout the plan. Staff have attempted to include notes when these inconsistencies create issues with compliance or evaluating the proposed plans. Any future submittals, such as conditional use permits or site and building plan reviews, will require documents approved by the appropriate licensed professional. Hofer, Consultant Planner Jenni Faulkner, Consultant Planner AGENDA ITEM: Comprehensive Plan Amendment, Zoning Map Amendment, and Concept Plan Review for Horizon Roofing, LLC HEARINGS Comprehensive Plan Amendment and Zoning Map Amendment Agenda Page 5 Planning Commission Request for Recommendation – July 14, 2026 Planning – Horizon Roofing CPA, ZMA, and CPR Page 2 of 8 REVIEW Proposed Conditions The applicant proposes to rezone the property from B-2A to I-1 to allow for a light manufacturing use. The applicant has provided a detailed narrative that includes a description of the use. The proposed use will consist of the fabrication of customized metal roofing for end customers. Notably, the use is not the process of manufacturing of sheet metal, but instead fabricating materials from sheet metal. The structures would include areas for production, storage, office space, and related operational areas. The use would employee approximately 10 employees and relies heavily on robotic and automated systems. The narrative notes that delivery vehicles would be used to bring materials to and from the site, but has not indicated any specific outdoor storage of materials or vehicles. The submitted site plan shows an initial principal structure (west building) and an accessory trash enclosure, as well as a future structure (east building) for the use. Comprehensive Plan Amendment and Zoning Map Amendment The applicant is proposing to change the future land use guidance of the property from commercial to industrial and rezone the lot from B-2A Special Business District to I-1 Limited Industrial District. When considering a zoning map amendment (rezoning), the Planning Commission shall consider adverse effects of the proposed amendment, and its judgment shall be based upon, but not limited to, the following factors: 1. The proposed action has been considered in relation to the specific policies and provisions of and has been found to be consistent with the official city comprehensive plan. 2. The proposed use is or will be compatible with present and future land uses of the area. 3. The proposed use conforms with all performance standards contained herein. 4. The proposed use will not tend to or actually depreciate the area in which it is proposed. The proposed use can be accommodated with existing public services and will not overburden the city's service capacity. 6. Traffic generation by the proposed use is within the capabilities of streets serving the property. Staff believes that the proposed rezonings meet the factors within the ordinance. The proposed rezoning is not consistent with the city’s Comprehensive Plan, but the applicant is proposing an amendment to the comprehensive plan to make the rezoning consistent. The 2018 Visioning Update (Comprehensive Plan) and the Zoning Ordinance do not establish a review criteria or process for future land use map amendments. Staff feel that the same criteria used to review a zoning map amendment reflect the considerations for a CPA. The property is in an area designed for heavy commercial and industrial uses. The parcel abuts a property to the north that is currently zoned I-1, so the rezoning is not considered spot zoning. The proposed use would fall under the following use in the I-1 district: Manufacturing or assembly of a wide variety of products that produces no exterior noise, glare, fumes, obnoxious products, byproducts or wastes, or creates other objectional impact on the environment, including the generation of large volumes of traffic. Examples of such uses are: A. Fabrication or assembly of small products such as optical, electronic, pharmaceutical, medical supplies and equipment. B. Printing and publishing. The current concept plan does not have a utility plan included, but the area is served by public water and sanitary sewer. The proposed use may generate additional large vehicle traffic than typical uses in the B-2A district, but the existing street is anticipated to accommodate the additional traffic. Concept Plan Review Use The use is a permitted use in the I-1 district as a manufacturing use which is allowed as: Manufacturing or assembly of a wide variety of products that produces no exterior noise, glare, fumes, obnoxious products, byproducts or wastes, or creates other objectional impact on the environment, including the generation of large volumes of traffic. Examples of such uses are: A. Fabrication or assembly of small products such as optical, electronic, pharmaceutical, medical supplies and equipment. B. Printing and publishing. The concept plan indicates a future separate building. To allow more than one principal building a Planned Unit Development (PUD) is required (1000.3 D). The applicant can submit for the PUD with the plat or delay the application for the future when there is certainty the second building will be built. No additional use standards apply for the use. Agenda Page 7 Planning Commission Request for Recommendation – July 14, 2026 Planning – Horizon Roofing CPA, ZMA, and CPR Page 4 of 8 Dimensional Standards Title 11 Subdivision establishes standards for subdivision and Chapter 7 establishes design standards. Length and width standards are established for blocks, with specific requirements set for residential subdivision. Commercial blocks are not given specific metrics. Standard B-2A I-1 Existing Conditions Lot area (ac.) 1 The minimum lot area within the I-1 District shall be determined by the criteria for parking, loading, minimum yards and setback requirements and building coverage described for this district. 2.52 Lot width (ft.) 150 100 550.75 Lot area and width depth are required to be designed to meet the zoning ordinance. The I-1 zoning district does not have a traditional standard for lot area and is largely based on proposed development on the lot. The existing lot will be compliant with the lot width requirement of the I-1 district. The submitted site plan has been reviewed to determine any conflicts with the zoning ordinance. A future application will be required for site and building plan review. Staff notes that the plans reviewed are inconsistent with each other. The plans include a landscape & irrigation plan, an outdoor lighting plan, and a drainage/grading plan and the scale on all of them is incorrect. Staff has scaled the plans for this review, but even with the custom scale the sizing and location of structures is inconsistent. As an example, with the scale set to the 1 in. equals 40 ft. scale on the plans the front setback to the western building measures at 205 ft., 145 ft., and 156 ft. Staff have used the drainage/grading plan for the below measurements. Additionally, measurements based on the scale on the elevations do not correlate with the measurements shown on the plans. The curb cut access shall not exceed 24 ft. in width unless approved by the City Engineer. Water and Sanitary Sewer Systems The site should have access to public utilities. Water and sanitary sewer plans must be submitted with the application of site and building plan review and shall be reviewed and approved by the City Engineer. Stormwater Management and Erosion and Sediment Control The applicant is proposing to construct a stormwater management basin on the east side of the lot with catch basins within the parking lot to direct water towards the proposed pond. A stormwater maintenance agreement may be required on the site and would be determined as a part of the site and building plan review. An erosion control and restoration plan was not included in the concept plan and will be required with the application of site and building plan review and shall be reviewed and approved by the City Engineer. Easements Drainage and utility easements were dedicated on the lot as part of the Northwest Commercial Park Addition plat. Landscape and Screening Screening is not required for the use as the use will not abut any property zoned for residential use. However, screening is required to screen the parking lot from the street with a minimum height of 4 ft. for the screening materials. (1200.4 H 17). Landscaping is proposed on the east side of the lot in combination with the stormwater pond area. Details are not provided regarding landscaping, but income producing properties are required to provide one shade tree or evergreen tree and 16 ornamental trees or shrubs. Notably, the applicant has also labeled this area as a snow storage area. If the stormwater pond is proposed in the final design to be the snow storage location, salt tolerant species should be selected for the landscaping. Trash Enclosures Trash enclosures are required to be located in the rear or side yard and must meet accessory structure setbacks. Currently, since the trash enclosure is closer to the road than the principal structure, the trash enclosure is located in the front yard. This must be revised. Lighting A lighting plan has been submitted. The plan shows the buildings equipped with wall pack lighting. All lighting must be downcast with a cutoff which directs and cuts off the light at an angle of 90 degrees or less. Specification or details sheets are required for the site and building plan review. Parking The applicant has submitted a site plan that 44 parking stalls, two of which are ADA stalls. Two of the three site plans show parking spaces directly in line with the access. These spots have not been counted as they are not permitted. The applicant will have sufficient parking for the western building assuming nine or fewer company trucks are kept on the site. The applicant should provide additional information regarding the number of company trucks anticipated to be kept on the lot. With the proposed eastern building, the applicant will not have sufficient parking on the site. Based on the applicant’s description of the use and number of employees, the parking requirement is likely significantly more than is required for the operation of the use. The amount of required off street parking can be reduced through a conditional use permit. Loading Industrial uses are required to have a minimum of one off street loading berth, with structures over 10,000 sq. ft. requiring at minimum two. Loading berths are prohibited from occupying the front yard setback. The Zoning Ordinance talks about loading spaces and loading berths interchangeably, however, the two terms have different applications and uses. “Loading Space” is defined in the Zoning Ordinance as, “That portion of a lot or plot designed to serve the purpose of loading or unloading for all types of vehicles.” Loading berths are not defined in the ordinance, but have specific design requirements in the Zoning Ordinance and are most similar to a traditional semi-truck trailer loading area. A conditional use permit can be used to reduce the number of required off street loading spaces. The applicant has submitted elevations of the structure that show garage doors along the front elevation (south) of the structure that are stated to be 14 ft. tall. The garage doors appear to meet the required locations standards for loading areas, however, the concept plans also show a sidewalk separating the garage doors from the parking lot. Area for the drive aisle and maneuvering space must be accounted for in the plans. Staff feels that the site is equipped with sufficient loading areas to serve the use based on the description of the use from the applicant. If the applicant cannot meet the standards for loading areas established in Chapter 1300 of the Zoning Ordinance, the applicant may apply for a CUP to reduce the number of loading berths required. Building Materials In industrial districts, all buildings constructed of curtain wall panels or finished steel, aluminum or fiberglass shall be required to be faced with brick, wood, stone, architectural concrete cast in Agenda Page 10 Planning Commission Request for Recommendation – July 14, 2026 Planning – Horizon Roofing CPA, ZMA, and CPR Page 7 of 8 place or precast concrete panels on all wall surfaces. Except for walls that face a public right of way, the required wall surface treatment may allow a maximum of 75% of the metal or fiberglass wall to remain exposed if it is coordinated into the architectural design. For building walls which face public rights of way or abut residential uses, the required wall surface treatment may allow a maximum of 50% of the metal or fiberglass wall to remain exposed if it is coordinated into the architectural design. The applicant has submitted a concept elevation for the western building that shows the following building materials: Elevation Ston/Masonry Metal Panel Front elevation (south) ~50% ~50% Rear elevation (north) ~25% ~75% Left elevation (west) ~25% ~75% Right elevation (east) ~25% ~75% The proposed material percentages appear to meet the Zoning Ordinance requirements. Signs No details were provided regarding signage on the site. Any sign proposed must meet the standards established in City Code. Compliance with Comprehensive Plan The proposed rezoning must comply with the Albertville Comprehensive Plan. The property is shown on the Proposed Land Use Plan as Commercial and the applicant is proposing to change the guidance to Industrial. Industrial Goal 1 in the Albertville Vision/Comprehensive Plan is to promote continued industrial development in order to expand local employment opportunities and the city's tax base. The proposed use will establish an opportunity for employment in the city and expand the tax base. Project Overview Horizon Roofing, Inc. is submitting this concept package in support of a proposed rezoning request for the development of a light industrial sheet metal fabrication expansion facility. The proposed project is intended to support Horizon Roofing’s sheet metal fabrication operations. The proposed use is not intended to function as a retail facility or as a general roofing operations yard. The primary purpose of the project is to provide light industrial fabrication space for sheet metal production, material handling, limited office/support space, and related accessory uses. The concept plans included with this narrative are intended to illustrate the proposed site layout, possible building locations, parking areas, site access, stormwater concept, landscape and irrigation concept, exterior lighting concept, floor plan concept, and building elevation/material design concept. At this stage, the plans are conceptual and are being provided to help the City evaluate the rezoning request and overall land use compatibility. Final engineered plans and construction documents will be prepared by licensed professionals, including civil engineers, architects, and other required design professionals, if the rezoning and concept direction are supported by the City. 2. Proposed Use The proposed use is light industrial sheet metal fabrication. Agenda Page 17 The facility is expected to include automated fabrication equipment, robotic or semi-automated production systems, material storage, fabrication work areas, overhead door access, limited office/support space, restrooms, and related operational areas. The operation is anticipated to be relatively low in employee count compared to the overall building square footage because the production process is expected to rely heavily on automated equipment and machinery. The current concept assumes approximately 10 employees, subject to future refinement. The project may include company trucks and normal delivery/service vehicle access. The site layout has been developed conceptually to allow for vehicle circulation, parking, access to overhead doors, dumpster access, and possible future flexibility. 3. Proposed Development Concept The concept plan currently shows two possible light industrial building footprints on the site. The final order of construction has not yet been determined, and the applicant may choose which building footprint to proceed with first based on business needs, City feedback, final design, financing, and engineering review. Site Access, Parking, Circulation, and Paving The concept plan shows driveway access from the public road into the site. The parking area is located between the road frontage and the proposed buildings. The parking layout is conceptual and is intended to demonstrate that the site can accommodate off-street parking, accessible parking, drive aisles, and building access. Accessible parking is shown near the front of each building to provide convenient access to building entrances. Parking and drive areas are anticipated to be paved with bituminous asphalt or concrete, subject to final civil engineering design and City review. Final pavement sections, curb details, drainage slopes, subgrade preparation, and pavement specifications will be prepared by the civil engineer or design professional as part of the final site plan and construction documents. The final number of required parking stalls will need to be confirmed through City review and applicable zoning requirements. Because the proposed sheet metal fabrication operation is expected to be highly automated, the actual employee count is anticipated to be lower than a typical labor-intensive manufacturing facility. If appropriate, the applicant may request City consideration of actual operational parking demand, reserve parking, or phased parking improvements. 5. Stormwater, Drainage, and Grading Concept The concept plan reserves an area for stormwater management / ponding near the front portion of the site. This area is intended to show that stormwater management has been considered in the overall site layout. The concept drainage plan shows general drainage intent, including pavement drainage toward catch basin locations and ultimate conveyance toward the stormwater / ponding area. The building floors are intended to remain level, with exterior pavement sloped away from the buildings. The final grading, drainage, storm sewer, pond sizing, outlet design, spot elevations, invert elevations, erosion control measures, and hydraulic calculations will be prepared by a licensed civil engineer and submitted for City review if the project advances beyond the rezoning/concept stage. 6. Snow Storage Agenda Page 19 The concept plan anticipates that snow storage will be accommodated on site, with potential snow storage located near or adjacent to the stormwater / ponding area, subject to final engineering review. Final snow storage locations will be coordinated with the civil engineer to ensure that snow storage does not block drainage, interfere with required parking or access, obstruct visibility, or create runoff issues on adjacent properties. 7. Dumpster and Outdoor Storage The concept plan includes a larger screened dumpster enclosure between the two buildings. The enclosure is intended to accommodate two dumpsters and provide screening from public view. The dumpster enclosure is expected to be designed with materials that complement the primary buildings, such as masonry, stone, architectural block, or similar approved screening materials. Any additional outdoor storage, if proposed in the future, would be shown on final plans and screened as required by City ordinance. 8. Building Design and Exterior Materials The concept building elevations show a modern light industrial appearance. The buildings are intended to avoid the appearance of a plain metal industrial building by incorporating a mix of exterior materials. Conceptual exterior materials may include: Stone or masonry veneer Dark metal wall panels Light-colored upper metal wall panels Glass storefront entrance areas Black or dark overhead doors Coordinated trim and accent materials Full cutoff wall-pack lighting The elevation concept is intended to demonstrate a higher-quality industrial building appearance that is compatible with a commercial/light industrial setting. Landscaping and Irrigation The concept landscape plan is intentionally simple and low-maintenance. The road frontage is generally proposed to be maintained as irrigated turf grass. Minimal hardy trees and plantings may be used where appropriate, with native or Minnesota-hardy species selected for durability and low maintenance. The stormwater / ponding area may include native seed, low-mow turf, or erosion-control ground cover as appropriate. Final plant selections, quantities, sizes, and spacing will be coordinated with the City and landscape/irrigation contractor. An underground irrigation system is anticipated for turf and landscaped areas. Final irrigation design will be prepared by the irrigation contractor or landscape professional. 10. Lighting Concept The concept lighting plan currently anticipates exterior wall-pack lighting mounted to the buildings and dumpster enclosure. Parking lot pole lighting is not currently proposed in the concept plan unless later determined necessary. All exterior lighting is intended to use full cutoff/downlight-style fixtures to reduce glare and light trespass. Final fixture selection, mounting height, photometric plan, and electrical design will be prepared by the appropriate lighting or electrical professional if required by the City. 11. BACKGROUND City staff have identified Section 400.9: Interim Use Permit Termination would benefit from an update to clarify that upon expiration an applicant has no vested right for renewal. While the existing language has generally functioned as intended, staff have identified a revision that would better reflect the intent and purpose of an interim use. In addition, during a previous Planning Commission meeting, staff evaluated how adjacent and comparable communities define and regulate community centers. A definition was adopted based on that research; however, after applying the definition, both staff and City Council have identified areas where the language could better meet the intention of the City Council. As a result, staff are suggesting that the city revisit and refine the definition to ensure it aligns with the city’s intent. Staff have again reviewed definitions from comparable communities and are recommending updated language that better reflects the types of uses desired in Albertville. Lastly, with the recent ordinance updates to Albertville Plaza PUD, if the definition to community center is changed, then listing a community center would not align with new definition. Further specifically listing recreational commercial uses are not needed as they are already allowed by reference to the B-3 uses as stated in the PUD and code. Its judgment shall be based upon, but not limited to, the following factors: 1. The proposed action has been considered in relation to the specific policies and provisions of and has been found to be consistent with the official city comprehensive plan. 2. The proposed use is or will be compatible with present and future land uses of the area. 3. The proposed use conforms with all performance standards contained herein. 4. The proposed use will not tend to or actually depreciate the area in which it is proposed. 5. The proposed use can be accommodated with existing public services and will not overburden the city's service capacity. 6. Traffic generation by the proposed use is within the capabilities of streets serving the property. Staff believe that the proposed ordinance amendments are consistent with the current review considerations and will help clarify definitions, uses, and performance standards within the zoning ordinance. The following text includes the existing code language (italics) and added text (red and underlined), as well as staff’s consideration of the proposed changes: Chapter 200: Rules and Definitions “200.2: DEFINITIONS COMMUNITY CENTER: A facility generally open to the public where individuals from a neighborhood or community can gather for social, educational, recreational, religious, or cultural activities. These Centers often host events, classes, and meeting, and provide resources and support to the local community. They aim to foster a sense of belonging and enhance the overall well-being of community members. A building, together with its accessory buildings and uses, controlled and maintained by a government entity for the purpose of recreation and public/semi-public meetings and uses.” The recently adopted definition for Community Centers was modeled after the City of Anoka’s ordinance language. While that definition provided a useful starting point, its structure and scope have not proven to be the best fit for Albertville’s zoning framework. As part of this reevaluation, staff again reviewed definitions from adjacent and comparable communities. Through this process, the definition used by the City of Maple Grove emerged as more fitting. Maple Grove’s definition is broader, more flexible, and more closely aligned with the types of activities anticipated within Albertville. Staff recommends updating the city’s definition to reflect the Maple Grove definition, with adjustments as needed to fit Albertville’s zoning structure and policy goals. Recreational Business: A service business that focuses on recreation or athletic sports such as, but not limited to, Health club physical fitness centers, bowling alley, dance instruction, and martial arts instruction, escape rooms, amusement arcades, laser tag, paintball, climbing gyms, miniature golf, indoor play areas, billiards halls, and similar enterprises. Recreational businesses shall not include uses that have a primary or sole function as a place of assembly. Staff believe it is important to include additional examples uses within the “Commercial Use: Recreational Business” definition to clarify the types of uses allowed. Additionally, staff believe it is important to include a distinction between the recreational businesses and uses that could be considered assembly. PLACE OF PUBLIC ACCOMMODATION: A business accommodation refreshment, entertainment recreation or transportation facility of any kind whether licensed or not, whose goods, services facilities privileges, advantages, or accommodations are extended offered sold or otherwise made available to the public. The term, “Place of Public Accommodation,” is not used anywhere in the code and is unnecessary. RECREATIONAL FACILITIES: Private or public accessory structures and/or uses that are customary and incidental to the principal use of the site, including swing sets, play structures, sand boxes, skate board ramps, tennis courts, sport courts, swimming pools and their related aprons, and the like, intended for the enjoyment and convenience of the residents of the principal use and their guests. This use includes sport fields when accessory to a public use. “Recreational facilities” is identified in the A-1 and A-2 districts as an accessory use, by reference as an accessory use in the R districts, and a permitted use within the P/I district but was not defined. Adding a definition helps strengthen the ordinance and provides clear information for users of the code. A golf course, arena, baseball park, stadium, circus or gymnasium is a "recreation field or building" for the purpose of this ordinance. The term “Recreation Field or Building” is not used anywhere in the code and is unnecessary. Chapter 400: Administration – Conditional Use and Interim Use Permits “400.9: INTERIM USE PERMIT TERMINATION” C. Upon expiration of an interim use permit, the applicant may reapply for a renewal of the interim use permit. Prior granting of an interim use permit does not give an applicant a vested right to renewal. The proposed amendment to this section is minimal but clarifies the City’s intent regarding IUP renewals. The current language incorrectly states that the prior approval of an IUP creates a vested right to renewal. The revised language explicitly states that the prior granting of an IUP does not provide an applicant with a vested right to renewal. This clarification ensures that each renewal request can be reviewed on its own thereby preserving the city’s discretion and regulatory flexibility. Chapter 5200: PUD Planned Unit Development Districts “5200.4.1: ALBERTVILLE PLAZA 1ST ADDITION AND 2ND ADDITION A. Uses: All permitted uses permitted accessory uses, conditional uses, and interim uses contained in the B-3 zoning district defined in this ordinance that are consistent with the zoning performance standards shall be treated as allowed uses within a PUD district. Community centers with accessory prayer services are permitted on Lot 1, Block 1, Albertville Plaza First Addition with an Interim Use Permit.”; Recreational Businesses as defined by the Zoning Code shall be allowed consistent with B-3 standards on Lot 1, Block 1, Albertville Plaza First Addition. The City Council approved an amendment to allow for community centers in the Albertville Plaza 1st Addition and 2nd Addition B-3/PUD recently but no longer believes that the proposed use is a compatible use within the PUD. Compliance with Comprehensive Plan The Zoning Ordinance must be consistent with the Albertville Comprehensive Plan. The above standards are not directly related to the Comprehensive Plan.
