TUESDAY, JUNE 09, 2026
APPROVED MINUTES
ALBERTVILLE CITY HALL 7:00 PM
1. CALL TO ORDER – ROLL CALL – ADOPT AGENDA
Chair Buhrmann called the meeting to order at 7 pm.
Maeghan Becker conducted roll call.
Present: Chair Buhrmann and Commissioners Anderson, Smith, Zopfi and Council Liaison
Zagorski.
Absent: Commissioner Huggins.
Others Present: City Planner TJ Hofer, Building Permit Tech Maeghan Becker, John Blaser, Tammy
Chevalier, Barb Maurer, John Warner, Roy Otte, David Bush, Christopher Adams, Dan Owl, Amy
Owl, Haylee and Dominick Helling, Daryl Hackenmueller, Mark Donnay, Cory Kampschroer and
Mark Krogh.
Motioned by Anderson, seconded by Buhrmann to approve the agenda as submitted. Ayes:
Buhrmann, Anderson and Zopfi. Nays: None. Absent: Huggins & Smith. MOTION DECLARED
CARRIED.
Commissioner Smith arrived at 7:05pm.
2. MINUTES
Motioned by Anderson, seconded by Zopfi to approve the May 12, 2026, Planning Commission
meeting minutes as presented. Ayes: Buhrmann, Anderson, Smith and Zopfi. Nays: None.
Absent: Huggins. MOTION DECLARED CARRIED.
3. PUBLIC HEARING
a. Public Hearing related to due North Preliminary Plat, Final Plat, Planned Unit
Development Amendment, and Site and Building Plan review for Due North Car Wash.

Hofer presented the plans for the proposed Due North Car Wash.
Commissioners discussed the access to the Due North from the private streets, the distance
between the existing Kindercare and the proposed Due North building.
Commissioners discussed the landscape requirements. Zopfi would like more landscape.
Motioned by Anderson, seconded by Zopfi to open the Public Hearing. Ayes: Buhrmann,
Anderson, Smith and Zopfi. Nays: None. Absent: Huggins. MOTION DECLARED CARRIED.
Cory Kampschroer of LEP Holdings, the applicant approached the podium. They discussed the
overhead doors and the use to be able to open them during weather permitting days.
Commissioners discussed the pay stations and the indoor layout of the building. They discussed
the traffic flow of the indoor tunnel.
Applicant is looking to break ground as soon as possible and stating this will be the fastest build
they have ever completed. This will be building number five.
Motioned by Smith, seconded by Anderson to close the Public Hearing. Ayes: Buhrmann,
Anderson, Smith and Zopfi. Nays: None. Absent: Huggins. MOTION DECLARED CARRIED.
Motioned by Anderson, seconded by Buhrmann to recommend approval of the Due North
Preliminary Plat, Final Plat, Planned Unit Development Amendment, and Site and Building Plan
Review for Due North Car Wash with the conditions listed in the June 09, 2026, Planners Report.
Ayes: Buhrmann, Anderson, Smith and Zopfi. Nays: None. Absent: Huggins. MOTION DECLARED
CARRIED.
4. OTHER BUSINESS
a. LaBeaux Commercial Centre Preliminary Plat, Final Plat, Development Planned
Unit Development, Final Planned Unit Development, Rezoning, and Site Plan
Review for Java Companies.
Hofer presented the revised proposed plans for the LaBeaux Commercial Centre. The applicant is
proposing to rezone the front lots to B-3/PUD and to rezone the proposed Outlot A to R-1.
John Blaser, 5487 Lambert Avenue Ne, approached the podium. Blaser is concerned with the
rezoning from B-2 to B-3/PUD as this will bring in different types of businesses which would create
more traffic. This will also bring unwanted light and noise pollution.
Tammy Chevalier, 5533 and 5541 Lachman Avenue Ne, approached the podium. Chevalier
believes we are putting in redundant businesses, such as gas stations, and we have better use for
these spots.
John Warner, 5447 Labeaux Avenue Ne, approached the podium. Warner asked the applicant
about the construction schedule. The applicant, Krogh, responded they would like to start this year
and be done by end of summer 2027.

Motioned by Smith, seconded by Zopfi to recommend approval of the LaBeaux Commercial
Centre Preliminary Plat, Final Plat, Development Planned Unit Development, Final Planned
Unit Development, Rezoning, and Site Plan Review for Java Companies with the conditions
listed in the June 09, 2026, Planners Report. Ayes: Buhrmann, Anderson, Smith and Zopfi. Nays:
None. Absent: Huggins. MOTION DECLARED CARRIED.
5. ADJOURNMENT
Motioned by Anderson, seconded by Buhrmann to adjourn the meeting at 7:53pm. Ayes:
Buhrmann, Anderson, Smith and Zopfi. Nays: None. Absent: Huggins. MOTION DECLARED
CARRIED.
