Call to Order Mayor Hendrickson called the workshop to order at 6:17 pm. Present: Mayor Hendrickson, Councilmembers Hayden, Olson and Zagorski. Staff Present: City Administrator Nafstad, Fire Chief Mills, Finance Director Lannes and City Clerk Luedke. 2. Continued 2027 Preliminary Budget Presentation He reported if another workshop was needed for a deeper drive, another workshop could be scheduled. Administrator Nafstad responded to questions from Council. City Administrator Nafstad introduced the item, noting the City has until the end of September to approve the preliminary budget. He explained the proposed budget would reallocate available capital funds to establish funding for potential future fire station improvements without committing the City to a specific project, while preserving flexibility should Council choose to pursue future improvements. Administrator Nafstad noted Fire Chief Mills would like to host Council at the fire hall in early 2027 to discuss potential improvements and study results before any decisions were made. He added that an additional workshop could be scheduled if the Council desired further review and responded to questions from Council. Finance Director Lannes reviewed the historical levy changes and updates to the preliminary budget since the last budget workshop, including the addition of a line item in the 2027 Capital Budget for possible fire station building upgrades. She explained that the addition was funded through reductions to capital reserves and the transportation budget and noted that future budgets would need to account for the allocations and restore the reductions previously made. Director Lannes also discussed future utility rate increase estimates by rate types and responded to questions from Council. The Council discussed prioritizing improvements to the current fire station, with emphasis on safety, facility deficiencies and volunteer retention. They discussed concerns regarding carcinogen exposure, storage and cleaning of turnout gear near the main meeting area and firetrucks, the condition of the meeting rooms, and limited space for personnel during extended emergencies. The Council further discussed that improvements would likely be necessary regardless of whether the City pursues a fire district and that planning should consider both current needs and potential future district requirements. Fire Chief Mills responded to questions form Council regarding the current fire station. Agenda Page 3 City Council Workshop Draft Minutes Page 2 Meeting of September 8, 2026 3. Nodiac Oakwood Modular Data Center Concept Review City Planner Hofer presented a concept plan request from Nodiac for a proposed modular data center at 70th Street and Carmen Avenue. He stated that the approximately 14-acre property was zoned I-2 General Industrial and would be subdivided, with the data center located on a 3.5-acre parcel. He explained that the facility would include 20 modular data center units with a total electrical demand of approximately 20 megawatts and reviewed potential impacts related to water and energy use, noise, lighting, security, and compatibility with surrounding uses. Planner Hofer noted the proposed use was not currently permitted under City Code and would require a Code amendment or PUD. He stated staff was seeking Council feedback, recommended future access be provided from Carmen Avenue and noted that the concept plan review was non- binding. He answered questions from Council. City Administrator Nafstad stated that the applicant has initially discussed locating the proposed facility south of the Wright-Hennepin property, but the City’s local street frontage requirement prompted consideration of the current location. He provided information regarding the frontage requirement and whether the facility could be located south of the Wright-Hennepin property if the requirement could be addressed. He responded to questions from Council Agenda Page 7 City Council Meeting Draft Minutes Page 4 Regular Meeting of September 8, 2026 Mr. Eric Shannon, Director of Development, stated Nodiac would pay all utility interconnection costs, use no fossil-fuel backup generation, and utilize a closed-loop cooling system without municipal water or sewer connections. Mr. Shannon stated the modular design would minimize site disturbance and allow for future decommissioning and that Nodiac was willing to provide a security for future site restoration. He discussed potential access, noise, lighting, security, screening, and fiber connectivity and stated Nodiac would work with the City on the required permitting process and was not seeking tax incentives. Mr. Shannon noted that the project would increase the property’s tax base while having limited municipal service needs and traffic and discussed potential community benefits, including contributions towards fire department needs, parks and trails, and Carmen Avenue improvements. He stated that Nodiac anticipated the facility could be operational within approximately one year, subject to required approvals and noted the company currently does not have an operational facility but has other active developments. He answered questions from Council. City Attorney Couri explained that a CUP runs with the land and remains in effect regardless of a change in ownership while an IUP was subject to specified terms and must terminate upon a date or event established by Council. He noted that a new IUP could be requested after termination but would not be guaranteed, and that the use could become nonconforming if the City subsequently amended its zoning ordinance. The City Council discussed the Nodiac concept plan and provided feedback regarding the need for additional information and continued coordination with City staff. G. Public Works/Engineering - None H. Legal 1. Request by STMA Youth Hockey Association for a Sixth Pull Tab Location in Albertville City Attorney Couri presented the staff report and explained that the Council was being asked to provide direction regarding the number of gambling permits allowed under the City’s ordinance. He noted that STMA Youth Hockey currently operates at five locations, while the ordinance limits each organization to four permits, preventing the organization from obtaining an additional permit without relinquishing two existing permits. Attorney Couri further noted that one of Youth Hockey’s permit was grandfathered in when the current ordinance was adopted. He outlined the options available to Council, including leaving the ordinance unchanged, allowing another organization to obtain the permit, or amending the ordinance to allow STMA Youth Hockey to hold additional permits. City Administrator Nafstad noted that the City may need to clarify its ordinance regarding which local nonprofits are eligible to conduct charitable gaming. He stated that staff would review the definition of a local nonprofit organization, including whether it applies to organizations based outside the City, and bring any proposed ordinance amendments back to the Council for consideration. The Council discussed the City’s gaming permit ordinance and expressed support for leaving it unchanged at this time. Members noted that other eligible organizations could potentially utilize the available permit and indicated that a broader discussion regarding the City’s long-term approach to gaming could be considered in the future. Agenda Page 8 City Council Meeting Draft Minutes Page 5 Regular Meeting of September 8, 2026 I. Administration 1. He outlined the challenges associated with the location of the wetlands on the property and responded to questions from Council. Wright County Commissioner Holland provided an update on the County’s road construction projects and the County’s proposed levy increase. 10. (It’s at this point where the mylars are approved for printing and signing). The County Surveyor approved the final plat prior to the Council approval so the 120-days would start upon Council approval. This period ended on August 4, 2026. The applicants have asked that the recording deadline for the plat be extended to November 15, 2026. At this point, the City can require a new plat to be prepared, or the City can grant an extension to the previously approved plat for recording purposes. There have been no changes to the code or circumstances to warrant a new plat be prepared. Saff is comfortable granting an extension to December 31, 2026. KEY ISSUES: • The plat and Develoeprs Agreement were previously approved. • The approved plat has not been recorded due to unforeseen circumstances with the applicant. • Conditions have not changed to warrant a resubmittal and review of the plat. • There is no risk to City to grant the extension. POLICY/PRACTICES CONSIDERATIONS: The final plat is consistent with the City’s long range land use plan and zoning ordinance. LEGAL CONSIDERATIONS: The City Attorney has reviewed and has no concerns with an extension. INFORMATION: As part of the City's employee progression and succession planning, the Personnel Committer has been working to provide opportunities for employees to develop the knowledge, skills, certifications, and experience necessary to assume positions of greater responsibility within the organization and to ensure smooth transition of responsibilities as anticipated retirements occur. As part of this progression plan, staff recommends promoting Gerald Gerads from Utility Maintenance Worker Level 2 to Utility Superintendent. Gerald has been with the City since 2007 has continued to develop his knowledge of the City's utility systems and operations and has demonstrated the ability to take on increased responsibilities. The promotion recognizes this progression and supports the City's goal of developing qualified employees internally while providing continuity within the Utility Department. As Utility Superintendent, Gerald will continue to work with Superintendent Middendorf and will assume more responsibility for the day-to-day oversight of the City's water, wastewater and stormwater utility operations, including system operation and maintenance, regulatory compliance, coordination of utility projects, maintenance planning, and supervision and direction of utility staff. The proposed promotion would be effective on October 6, 2026, with compensation established at Step 1 ($52.72/hour) of the City's compensation plan for this position. Staff will be working to backfill the Utility Maintenance Worker II position in the next six months. KEY ISSUES: • Gerald has been with the City for almost 20 years and is an exceptional asset to the City. • The promotion is consistent with the City’s employee progression and succession planning efforts and is intended to support a smooth transition of responsibilities as anticipated retirements occur. • The Step 1 pay rate for the position is $52.72 per hour. • The Utility Worker position will be backfilled, preferably be the summer of 2027. Agenda Page 75 Mayor and Council Request for Action – October 5, 2026 Administration - Promotion to Utility Superintendent Page 2 of 2 FINANCIAL CONSIDERATIONS: The pay range for the Superintendent position is $51.44 to $58.20 per hour.
