III. CONTEXT
A. Significance
. The City of Albertville completed a Comprehensive Park and Trail System
Plan, which was adopted on September 8, 1997. The City is now trying to
1
proceed according to the plan. Citizen survey information and consulting
services reminded the City of the following:
1. Albertville is located adjacent to St. Michael on the Highway 94
corridor and is experiencing considerable growth. The development of
a new golf course to be opened in 1999 with the inclusion of 400
building lots is an example of the growth. The school district
enrollments are forcing the district to build new schools and expand
existing facilities. The addition of a senior citizen complex in 1997
adds to the balanced community development approach.
2. Much ofthe development is on existing farmland with a lack of native
forest. The intent is to substantially add to the vegetation base and
capture some of the wetlands in a park setting.
3. The pedestrian trail facilities are very limited at the present time.
Residents face safety issues when using roadways and shoulders.
4. The core structure of parkland space is below standard for the
population.
5. The school curriculum is sensitive to environmental issues and
interested in adding to the outdoor base for study and recreation.
B. Strategy
. Acquire/develop park land, add trails and environmental enhancements,
including vegetative planting.
C. Time
. Two (2) year project
D. Budget History
. No budget
IV. COOPERATION
. Not Applicable
V. LOCATION
. The work will be completed in Albertville, Minnesota, which is in Wright
County. Students from the St. Michael-Albertville District will benefit, as
well as residents from the two adjacent cities of St. Michael and Otsego
