On May 7, 2009 Colleen Allen of the Wright County SWCD, Dan Donayre of Bolton & Menk,
Inc. and Kelly Kunst of Kjolhaug Environmental Services met in Albertville, MN to discuss the
status of the wetland mitigation site on the Albertville Crossing Phase II development. This site
has been monitored for over 5 years. As such, the applicant has requested a determination for
future actions regarding monitoring.
A letter requesting corrective action was sent on August 23, 2007. A copy has been attached for
your review. The letter addressed issues with the vegetation within the buffer, which is
dominated by invasive species and noxious weeds, and it requested that the matter be corrected.
The letter also requested that an As -Built drawing be submitted, which has been received.
Finally, the letter requested that the Declaration of Restrictions and Covenants (DRC) be
submitted. As of this date the DRC has not been received.
This letter serves as notice that the members of the Technical Evaluation Panel have concluded
that the goal of the replacement plan has not been achieved. In accordance with Wetland
Conservation Act Rules, Section 8420.0610, the monitoring period for Albertville Crossing
Phase II has been extended for five years, or until the following items have been addressed:
The Declaration of Restrictions and Covenants has been submitted.
The invasive species and noxious weeds that dominate the buffer have been eradicated
and a native vegetation community has been established.

Dear Bill:
On August 2, 2007, Colleen Allen, Wright County SWCD, Kelly Kunst, Kjolhaug
Environmental, and I visited the Albertville Crossing wetland mitigation area to review
the monitoring progress of the site.
The wetland itself looks good, although there are questions of the depth of the water. The
buffer vegetation seems to be dominated by invasive plant species, not by the species
originally called out in the permit application. Also, it seems that the buffer may be
steeper then the planned 5:1 maximum slopes.
Could you please supply us with the as -built survey drawings of the site, the proof of
recording, as well as a plan to restore the buffer vegetation to the original specifications.
