Norman presented .the SAFETY COMMITTEE REPORT dealing with ~he AWAIR ?rogram.
He said that John Barrows of Meadowbrook Insurance Group explained that
AWAIR, an acronym ior "A Workplace Accident and Injury Reduction" A~t is a
program that w~ll be en1orc~d by Minnesota OSHA aiter July it 1991. Each
County is e~pected to hav~ a written safety program and have all management
and employeeg properly trained in the workings of the program. Norman said
he included in the written report the handou~ materials f~cm Barrows includ-
ing five AWAIR Indicators & some sample safety program policy statements.
The Minnesota Count1~s Insurance Trust's Guide to Loss Control cen al~o be
used as a guide in formulating policy and implementing a training programt
pointing out who is responsible tor the various area~ 01 the training and
on-site responsibilities. Norman not~d that the next committee meeting is
scheduled for June 11th at 1=00 P.M.

Norman revi~wed with the Soard the two lists troM th~ Job D~scrlpticn
Evaluation Committee. Re: the Evaluat~on 01 Revised Job Desc~ipt1ons, he
said it was the recommendation 0: the Commit~~e that 23 posi~ions did no.t
have a significant enough change in job duties and responsibilities to
warrant re-~valuating by the Job Description Evaluation Comm1tte~ (15 of
which are Human Servic~e positions that will be referred to the Human
Services Board ~or review). The other a are: Clerk, lic. Bureau Clerk, &
Lead Clerk in Auditor/Treasurer Dept. ~ Cook~ Cook Supervisor, & Narcotics
Division Deputy Sheriff in Sherif! Dept. & Highway Tech. II in Highway Dept.
The following are ~he recommendations based on the results of the Job
Description Evaluation Committee (based on poin~s):
No Change in Classification for the Records Cl~rk in Court Administration.
To refer the positions of the Jail Program CoordinatoTt Assistant Jail
Program Coordinator, & Recreation Program Coordinato~ (Sheriff Dept.) to
the Lebor Negctiat1on~ Committee to mee~ and donier with bargsining unit.
That the Corr~ctions Clerk (Sher1~f Dept.) be a Clerk position in th~ Cour~-
house bargaining unit.
No change in classification for th~ Enginee~ing Assistant (Highway Dept.)
Motion was made by Ar11en and seconded by Sawatzke to ac~ept the aforement-
loned recomm~ndations. Vote on the motion was unanimous.
~, Wyman Nelsont County ~ttorney, was present !o~ discussion of th~ report on
the Statement of No Impact Upon Wright County Ditch No. 9 and Wright County
Diteh No. 21 a9 presented by Jeffrey Cook. attorn~y representing Westwind
Addition developers, J.G. Partnerships, (City of Alpertv111e). The report
basically states that the completed development will not impact either
County Ditch No. 9 or 21. Attorney Nels~n commented that he has reviewed
the report and di~cu~sed it Y1th Engineer, Thore Mey~r. He noted that ~t
is just a statementJ they are not inoreasing O~ decreaSing the water, and the

~ommissioner N~lson aaid 3he felt it important that toe concern~d prop~~ty
owners have an opportunity to vi~w the ~eport to b~ mad~ aware of "the
Statem~nt of No Impact~ and sugge$ted som~ type of public informational
meet1ng. Mr. Cook responded that it was a p01nt WQ11 made, and that, ~ven
though they would be proceeding with the prt~ject, he and his c11~nts would
be available for such a m~eting upon notification of the time and place.
Following some further discu3~ion, Nelson moved to acknowledge receipt of
the Statement of No Impact Upon Wright County D~tch No. 9 and Wright Gounty
Ditch No. 21 furnished by the attorney of J.G. Partner$hips regarding the
Westwind Addition, Albertvill~, MN., & to tll~ the documentation within the
~ppropriate County ditch records. Second by Wittkowski. Ca~ried 5-0.
A motion was made by N~!scn to convene in the ll~oale of County D~tohes 9 &
21 <Frankfort Township Hall) _ public informational meeting reg3~ding th~
Statement of No Impact on said ditches to provide an opportuni~y for the

and to expeot the attendance of the developer's engineer and attorney.

~t 10:05 A.M. Doug Gruber, County AsaessQr, pr~sented ag~nda it~ms.
Gruber prefaced his request tor temporary help to continue recopying Lleld
book~ by stating that last year they recopied all th~ cit~~~ and 3 townships.
Thus, there are 17 taxing digtri~ts lett to r~~opy. He noted that he has
$5000 in his budget for this purpose. Motion was made by Nelson, seconded
by A~lien, and carried 5-0 to authorize te~por3ry help ~n the Assessor'$
office to recopy field books not to exceed the budgeted amount of eSOOO.
Gruber stated that of th~ 18,000 homestead cards mailed out, initially 1079
were not returned. After a second mailing and several attempts at phone
oontact, there are still 102 not return~d. H~ said he is requesting County
Board support to pull the homestead cred1t from the 102 prop.rty owners and
deny any requests Lor abatement. Following diacussion, Arlien moved that
the County Assessor send one last notice to the property owners not returning
their homestead cards advising them of our intentions, and in ca~e of no
response, the Board will support the Assessor's recommendation to deny any
requests for abatement of homestead taxes payable in 19~2. Motion carried
unan1mou~ly on a second by Nelson.
Tom Salkowski, P&Z Admini8trator, presented agenda items at 10:20 A.K.
On a motion by Arlien, seconded by Sawatzke, all voted to enter into a
Flood Plain Management Cooperative Agr~ement with Middlev111e Township,
euthori%ing the signature ot the CQunty Board Chair, and adding a signature
line for the County Attorney.
Salkovski gave a brief rundown of the changes to the_Zoning Ordinance Am~nd-
mente dealing p~imarily w1~h l~t size, the def~n1tion tor eligible lot of
record~ and .nt1tlement divisions on an eligible lot of r~cord. He noted
that this sets up a systeM to allow subdivisions for certain Conditional
Use Perm1ts. He stated that the 1nt~nt of thes~ standards ia to preserve
