MN Dear Council Members, Mr. Brixius, Mr. Carlson and Mr. Kruse: On Apri112, 2004, the Albertville Planning and Zoning Commission granted conditional approval of the final plat for Karston Cove 3rd Addition. Subsequently, we have corresponded with S.E.H. and met with N.A.C. to review of the details of the conditions and arrive at satisfactory solutions for the final Council submittal. In compliance with the Planning and Zoning Commission's conditions of approval, we have made the following revisions, which are incorporated into the revised submittals accompanying this letter and those arriving under separate cover: 1. Guest parking: The project engineers have carefully examined the grading and slope conditions and repositioned the guest parking away from public street right-of-way to the far ends ofthe private drives. to the proximity of the wetlands and the proposed slopes, no new guest p places were achieved at the far ends ofthe private drives. However, six parking spaces were deleted, repositioning the parking stalls out of the streetscape. 2. Landscaping: The revised 1andscapep1at1t1oW provides a hedge r a landscaped berm between the future CitYParkiparking lot and th property boundary. The suggested berms were.<JIl1itted due to concerns. Driveway Lengths: At the direction ofN.A.C., the Site Plan has been revised to lengthen all unit driveways to a minimum of 22 feet. The Site Plan layout allows for ten (10) driveways to exceed the 22 feet minimum. 5. Snow Storage: Included with this submittal is an exhibit illustrating the location of potential snow storage areas. These areas are determined based on engineering standards applicable to the Central Minnesota average snowfall quantities. We have confirmed with the City Engineer that utilizing storm water pond and wetland easement areas are acceptable for surplus snow storage. 6. HOA Covenants & Declarations: A preliminary draft of the Homeowner's Association Covenants and Declarations are included with this submittal. We direct your attention to Page 2, Section 1, "Definitions", Article 1.4 "Common Elements", and to Page 20, Section 9.1, "Maintenance by Association, both which disclose to future homeowners that the repair and maintenance of the private streets and drive ways shall be the responsibility of the Homeowner's Association. 7. Wetland Buffer: The revised Site Plan and Final Plat observe a minimum twenty (20) foot wetland buffer building set-back beyond the delineated wetland boundaries. The City Engineer has confirmed that elevated, wood decks located within the 20 foot buffer area are acceptable. 8. Sidewalk: The revised Preliminary Plat drawings now include a future public sidewalk to be installed along the south side of 64th Street NE. 9. Letter of Commitment to Show Future Parking Lot: Woodside has committed to disclosing the location of the city park and future adjacent parking lot on all printed marketing maps for Karston Cove Townhomes. Please see enclosed letter. 10. No Parking Signs: The revised Preliminary Plat drawings now include the location 18 of NO PARKING signs proposed to be installed along the internal, private streets within the development. 11. Project Monument Signage: While no project sign or entry monumentation is proposed at this time, in the event such a sign is requested, Woodside agrees to obtain any necessary sign permits.
