The following development fees are associated with the Guardian Angels senior
housing project:
Zoning and Subdivision:
Application Fees Escrow*
Rezoning — Planned Unit Development $400 + $50 per lot $5,000
Preliminary Plat $450 $5,000
Final Plat $400 $2,500
*All consultant charges associated with the review and processing of the development
applications shall be passed through to the applicant. If review charges exceed the
escrow, the applicant shall be responsible for said costs.
Administrative Fee: Prior to release of the final plat, the applicant shall pay an
administrative fee equal to 3.5 percent of the costs of all municipal improvements
installed in or on the plat.
Park Dedication: $3,300 per dwelling unit
Landscaping Security: The City will require as part of the development agreement, the
applicant to post a landscaping financial security in the form of a letter of credit or
escrow in the amount of 150% of the estimated cost for finished landscaping (this
include both materials and labor). The security is held until all landscaping is complete.
However, the security may be reduced periodically reflecting completed work.
Building Permit Fees:
Building permit fees are calculated based on the value of the proposed building per the
attached schedule. Additional Building permit fees may include the following:
Sewer and water connection review fee: $200 per connection.
Engineer's as built inspection: $150
Sewer and water contractor city license: $ 50
Rental Registration:
All rental properties within Albertville shall be registered with the City. The registration
fee is $150 per building plus $10 per unit.
Utility Fees:
SAC: $4,600 per REU*
WAC: $2,951 per REU*
*REU = residential equivalent unit. To determine the REUs for assisted living, use the
following formula:
No washer /dryer in each unit = 3 residents per 1 REU
Washer /dryer in each unit = 2.5 residents per 1 REU
Calculate the number of residents as follows:
Number of efficiency units X 1.0 resident/unit
+ Number of one bedroom units X 1.5 residents /unit
+ Number of two bedroom units X 2.0 residents /unit
+ Number of three bedroom units X 3.0 residents /unit
= Total number of residents for calculation
Trunk Fees:
Water: $1,925 per gross acre **
Sanitary Sewer: $2,055 per gross acre **
Stormwater: $1,500 per gross acre **
** The total acreage of project site is 15.26 acres.

Tax Increment Financing:
If tax increment financing is requested, the City will pass through all expenses related to
the drafting a tax increment plan, establishing a TIF district, and creating the
development contract to the development project. The City will require an upfront
escrow of $10,000 dollars to cover initial City expenses.
All costs associated with the development of the TIF plan, district and financing are TIF
eligible expenses the can be recouped through TIF revenues.
