" ,," May 9, 2006 Submitted to: Albcltville City Council Members By; Concerned Property Owners of Kollville; 3rd Addition Dear Council Members; Of the 65 home sites in Kollville; 3'd Addition; approximately 1/3 (19) of the home sites are not occupied by the home owners. Records show, of this 19; 10 are licensed as "rental properties". The remaining 9, are not licensed for rental. It is our understanding that some of the 9 may be, "Contract for Deed", or "Lease to Own" homes. By the cities definition, these sitl.jations would still be considered as rental propelties; therefor requiring a license, as a rental propert~. Our concern is that the homes not occupied by the owners are; (in less then two years time;) already showing the residents neglect, for the homes / yards and a disregard f<Jr the ordinances the city has in place to help keep the city respectful, enjoyable, clean and sate. We have concern over what our neighborhood is tuming into with the non- owner occupied homes and what the situation is already doing to our "Property Values" both personally and 1110netarilly. We respectfully request the Councils recognition of the situations that already exist, and the Cities continued cooperation in following up on ordinance violations; and ask for you!' support and your involvement in the "Rental" propenies in Kollville 3rd. We are requesting: 1- Strict licensing requirements for "rental" properties. 2- That the City require all owners to be held responsible and accountable for lack of maintenance and ordinance violations: on their properties. (In a timely manor.) 3- To consider making the property owners of homes with multiple violations, accountable, with stricter fines, or restrictions. 4- To confirm that the homes that are not currently occupied by the owners, become legally 1 icensed as a rental property, or that the City would take the appropriate measures rectify the non- I icensed properties. Attached, please find photos of current violations that we would like to present as example~ of the non-homeovvner occupied properties in our area. As homeowners. many of agree that this is where we want to be. We have a fear of\vhal the neighborhood is becoming. and wilJ become without our joint effort as a comrnunity both as homeowners and residents of the city of Albertville.
