Albertville, MN 55301 RE: Rezonine: of Center Oaks parcel and Cedar Creek Golf Course area from R-IA to pun Dear Mr. Hale: This letter serves to confirm our conversations regarding the goals for the submissions of the final plans and financial package. Pilot Land Development will submit a sketch plan for both all housing and a golf course housing blend. The golf proposal will be submitted first on an agenda basis and will be requested to have action taken first. So long as progress is being made satisfactorily on the golf course proposal, Pilot will delay votes and actions binding the land for the single family only project. Phase one of the Center Oaks and Cedar Creek projects will be submitted for approvals simultaneously with the overall sketch plans in order to create the possibility of some additional 1997 subdivision construction. Project goals for both projects are as follows: 1. No net loss oflot size averages from the R-1A standards; 2. No net loss in projected tax revenue from lot schemes; Projected benefits of the golf housing blend are: · Greater potential for justifiable housing mix meeting diversity of product goals. Without a PUD, straight zone and guide plan criteria do not allow for deviation from the R-1A standards; · Greater diversity of age and buyer demographics and housing products, creating a spreading of demand for school and other governmental functions. Fax: 757-4094 ILO LAND DEVELOPMENT COMPANY expansion of R-IA lots, regardless of absorption speed, will tend to create solely homes for families, with a likely boom bust cycle for schools and associated services; . Greater open space creation which is permanent and usable for City marketing of life styles, and business opportunities; . Greater net tax revenues than straight R-1A housing; . Increased business tax revenues through golf operations; . Less cost to the City for long term and short term road and utility maintenance costs; We have set the following schedule: Feb. and March 11 - Workshops to review concept plans for golf and housing February 11 or 25 - Planning commission agenda: Rich Harrison presentation 30 min. to include a sample portion of the Cedar Creek Project. Submit plans, market data, financial package March 25 April 28 - Planning Commission meeting to approve PUD for Housing and Golf May 18, June 1 - City Council meeting to approve plans and enter into development agreement negotiations. July 15 - Grading start Phase one and two. August 15 - Pipe work for phase one commences. Please contact us with any questions you may have at any time.
