Dear Mr. Hale:
Thank you for Submitting the EA W for the proposed subdivision of the above mentioned property.
We have reviewed the information provided and have the following comments and concerns.
In regard to the 1991 Wetland Conservation Act (WCA) a review of aerial photos, wetland maps, and the.
Wright county soil survey indicated an area on the western portion of the property east of the ditch (see
attached aerial photo) may be wetland. An on-site review of the property revealed that an area adjacent to
the ditch which was not delineated as wetland is very suspect and should be looked at again. During the
on-site review a dense stand of Pinkweed, Polygonum pensylvanicum was evident. This species is
indicative of wetlands, also the soils on this site appeared to be saturated which is also indicative of
wetlands. Although no soil borings were conducted I believe a portion of the area may be wetland and a
follow-up review of the site should be conducted to confirm or refute this finding.
In regard to the proposed sediment and erosion control measures, as describe in the EA W sediment and
erosion control measures such as silt fencing and sediment retention ponds will be installed and
maintained We suggest also that the project could be phased in a manner so that one phase is completed
and then permanently or temporarily seeded before another portion of the property is opened up for
grading. Also timing should be considered, if possible, grading should be conducted during a drier period
of the year such as July or August.
In spot checking past developments conducted by this developer installation and maintenance of sediment
and erosion control practices have been lax. It would be advisable that the city conduct follow-up
inspections during construction to assure the proper installation and maintenance of these practices.
