Albertville, MN A-ALBEV 9702.00 Pageii I I I I I I I I I I I I I I I I I I I April 1, 1997 Center Oaks Industrial Park Preliminary Engineering Study for the City of Albertville Albertville, MN 1.0 Introduction This report contains the results of a Preliminary Engineering Study for the extension of trunk sanitary sewer and water main to the proposed Center Oaks Industrial Park. This industrial park and the nearby future residential developments will benefit from these proposed improvements. The technical and financial feasibility of two options for this project are discussed in this report, along with the potential benefits of the proposed improvements. 2.0 Existing Conditions Currently, there is a 12 inch water main located approximately 30 feet left of the centerline of County State-Aid Highway (CSAH) 37. This water main terminates at the west end of Parkside Second Addi~ion; about 350 feet northwest of the intersection of Kahler Drive and CSAiI.37. PciraUeling this water main 20 feet to the south is an existing 12 inch trunk sanitary sewer line that ends at a manhole in the same vicinity. The trunk sanitary sewer line is about 14 feet deep at this manhole. 3.0 Proposed Improvements - Option 1 3.1 Water Main The proposed trunk water main should be looped to the existing water main in order to maintain fire flows and water quality, however, there is no existing trunk water main in the vicinity that can be looped into as a part of this project. With this option, the proposed 12 inch water main will be extended from the end of the existing system along CSAH 37, turn south into a future residential subdivision, and angle west to follow a proposed street within that subdivision The trunk water main will continue west along this proposed street through a A-ALBEV 9702.00 Page 1 I I I I I I I I I I I I I I I I I I I 3.2 3.3 4.0 4.1 4.2 future apartment site to a point south of the entrance street of the proposed Center Oaks Industrial Park. From there the trunk water main will angle north, installed under CSAH 37 by either boring or jacking in-place, extend to the northwest comer of Center Oaks Industrial Park, and eJId there. Eventually, this trunk. water main will connect to a future trunk. water main on the north side ofInterstate 94 (see Exhibit A-I). Sanitary Sewer The proposed sanitary sewer improvements will connect to the existing system at the manhole located on the south side ofCSAH 37 and the west lot line of Parkside Second Addition. From there, a 10 inch sanitary trunk line will extend along a similiar route as the above mentioned trunk water main, except that it will extend to a future street intersection, turn north, and tenninate when it reaches CSAH 37 again (see Exhibit A-2). This trunk. sanitary sewer line will be placed at a slope of 0.25 percent to ensure adequate cover at the upstream end and an average flow velocity greater than 2 feet per second. Notes The future subdivision property that the utilties will cross is owned by Sylvester Kolles and is currently being used as farmland. Mr. Kolles indicated he is not ready to develop this property, however, if this option is chosen he must agree upon the future street alignment. Since Mr. Kolles is not ready to develop, the developer of Center Oaks Industrial Park will cover the cost of this improvement until Mr. Kolles is ready to develop his property. The trunk. water main costs were calculated to included the future extension under Interstate 94. Proposed Improvements - Option 2 Water Main Option 2 includes a proposed 12 inch water main that also extends from the end of the existing system along CSAH 37, but it will continue along CSAH 37 until it reaches the southwest comer of Center Oaks Industrial Park. At that point, it will angle north, extend to the northwest comer of Center Oaks Industrial Park, and tenninate there. Eventually, this trunk water main will connect to a future trunk water main on the north side of Interstate 94 (see Exhibit B-1). Sanitary Sewer The sanitary sewer portion of Option 2 will begin at the same point as Option I. The proposed improvements will be extended along CSAH 37 and tenninate at a point directly south of the proposed street into Center Oaks Industrial Park(see Exhibit B-2). As with the first option, this trunk sanitary sewer line will need to be placed at a slope of 0.25 percent to ensure adequate cover at the upstream end and an average flow velocity greater than 2 feet per second. However, it will cause traffic disruption and damage to the roadway may occur. The trunk water main costs were calculated to include the future extension under Interstate 94. Feasibility and Recommendations This project is necessary, feasible, and cost effective. Extending the existing utilities to the proposed Center Oaks Industrial Park will promote businesses to locate in this area. However, when comparing the two options, the first one will be more cost-effective because the future developments to the south of CSAH 37 will also benefit from the trunk water main and sanitary lines. Also, these properties can be assessed to decrease the cost of the trunk utility lines. Where the proposed improvements will cross Mr. Kolles property, the agricultural use of this land will continue until the future residential subdivision is constructed. The assessments to this property will be deferred until that time as weft Sanitary sewer and water main materials and alignments have been estimated to minimize initial costs to the property owners, and to minimize maintenance cost to the City in the future. This project infeasible and it is recommended that the proposed improvements be designed and constructed as outlined in Option 1 of this report. Project Cost Summary The total estimated cost for the trunk water main is $154,900 and $142,500 for the trunk sanitary sewer. Table 1 summarizes the estimated costs for the various components of the project which are based on 1997 construction prices. The proposed assessments for this project are shown in the Preliminary Assessment Roll, and are broken down by individual properties. See the exhibit section for maps showing the e:kact areas benefitting from these improvements. Most of this area is included in concept plans for a subdivision and an apartment site. The, remainder of this area is the proposed Center Oaks Industrial Park. Lateral benefits to these sites include 2,400 LF of 8 inch water main and 2,150 LF of 8 inch sanitary sewer. 8.0 Lateral Benefits Typically, lateral benefit costs are assessed to the benefitting properties if the project proceeds as a city project.
