Not being required to install 44' street with 80 'right- of-way. They will install 36' street with 60' right-of- way. The above mentioned variances will require a public hearing. You will probably want to address setting up the public hearing at the meeting. The public hearing can be held on July 14th. I am also enclosing copies of an "adult use;' ordinance for your review. These will be on the July 14th agenda. They are rather lengthy so this should give you plenty of time to review them. If you have any questions, please feel free to give me a call. ALBERTANS, MN. 20 APRIL, 1992 City of Albertville Planning commision Per your request I have reviewed the site plan submitted by Miller Construction for the proposed storage building. The following are the findings of my review. 1.) The current zoning of the property is B-3, a storage or warehouse use is not a permitted use or a conditioal use in this zoning district. (please refer to the definition of warehouse on page 24 of the Zoning Ordinance) 2.) Drainage plans must be review and approved by the City Engineer as required by section 1000.9 of the Zoning Ordinance. 3.) Off street parking or loading areas are required to be hard surfaced. (If the area around the building is considered parking refer to section 1200.4(h)(13).) (If the area around the building is considered loading area refer to section 1300.6) 4.) The site plan indcates that trees will be planted along the east side of the property, but it does not address the landscaping requirements for the remainder of the perimeter or the size or type of landscaping proposed, as required by section 1000.7 (c) (1thru4). Because of the major differences between the proposed development and the Zoning Ordinance it is my recommendation that the Planning commision review this matter further as to correct zoning, surfacing of parking\loading area and landscaping issues. Kevin Mealhouse MEMORANDUM TO: FROM: _ DATE: _ RE: FILE NO Mike Couri David Licht 10 June 1992 Albertville - Barthel Mini -Storage 163.05 JJFN� (612) 595-9636 FAX (612) 595-9837 At the Planning Commission meeting last evening, one of the topics of discussion was the Barthel Mini -Storage. An initial matter upon which I was pressed is why the Zoning Ordinance, which we drafted, did not make provision for mini -storage, which is a common activity in many cities. I noted to the City Planning Commission that in fact such uses were very clearly addressed as they are warehousing and are allowed within industrial districts. The Commission indicated that there was confusion on this matter and as a consequence, the Ordinance was amended to specifically allow mini -storage developments in the B-3 District. While I questioned the rationale for this approach, rather than possibly rezoning, apparently this issue is resolved for now. You should, however, be aware of the provision for warehousing and its coverage of mini -storage facilities should any future situation arise. Another matter which was discussed with the Planning Commission is the fact that the Barthel Mini -Storage development, on its first phase, will not exceed one building. As part of the discussion, I pointed out, however, that if additional buildings are placed on this given piece of property, it will require a planned unit development conditional use permit. As cited in the Ordinance, any property which has two principal buildings requires a PUD. You may want to make note of this fact in the development agreement which I understand is being drafted at present. A final matter discussed relative to Barthel was the street frontage which initially is going to be constructed as a driveway. A matter of some concern was that this street was not being constructed to full specifications of the City and also a question was raised as to whether a variance was needed in such a situation. I am suggesting that you check the Subdivision Ordinance to determine whether an improved street is needed and if this is in fact the case, you may want to have a variance processed to insure that the matter is legally approached.
